In order to change an assertive sentence into the interrogative without changing its meaning, we have to add a negative if the assertive sentence is in the affirmative.

For example :
This is the house that we are going to buy. (Affirmative Assertive Sentence)
Isn’t this the house that we are going to buy? (Interrogative Sentence)
They are not rich enough to afford this car. (Negative Assertive Sentence)
Are they rich enough to afford this car? (Interrogative Sentence)
