The Phrase and The Clause :
The Phrase is a group of words which do not give any complete meaning. But, the clause is a group of words which have a separate subject and a separate verb.
He, who is the student of this school, did not obey our rules. : This is a complete sentence.
The above sentence has its own subject (HE) and verb (did not obey).
The student of this school : This is a phrase.
Not obey our rules : This is a phrase.
The above mentioned two phrases do not have their own subjects and distinctive verbs.
Who is the student of this school… : This is a clause.
The above mentioned clause has its own subject (WHO) and a separate verb (IS). Still, it is only a clause. Although, it has both a subject and a verb, the subject is not an independent one. The subject of the clause (WHO) qualifies another subject (HE) which is not mentioned in the clause.
1. We are living in Chennai which is 300 kms away from Trichy.
2. My daughter has bought a computer which is priced at Rs. 50,000.
3. This book, which is written by Rosita Sharma, is available in FLIPKART.
4. My native place, which has a population of only 2000 people, is a tiny village in India.
5. We have appointed a new driver who has an experience of 15 years in the field of driving.
All the above mentioned five sentences have phrases and clauses. Although the clauses have subjects and verbs, they are not sentences on their own.
The Sentence will have its own independent subject and its own independent verb.
The Phrase will not have either a subject or a verb.
The Clause will have its own subject and its own verb. But the subject and the verb are not independent.

300kms away from Trichy : The Phrase
which is 300 kms away from Trichy : The Clause
2. My daughter has bought a computer which is priced at Rs. 50,000. : The Sentence
priced at Rs. 50,000. : The Phrase
